Doesn't Look Like the HOA In This Neighborhood Is Too Strict

People don't like HOAs in this area. People only talk about them when they make life worse for someone by going too far and making the community's rules too convoluted. If a HOA doesn't become involved, though, it can be really helpful for everyone in the area. If that's the case in your area, though, don't expect the landscape design to be symmetrical. As you can see here, not everyone likes the same things.
Is this supposed to be an art piece? A religious ceremony? We don't know for sure, and we don't know if we'd like living next to this individual either.
