$200 Fine (if You Don't Kick the Bucket First)

This sign gets pretty serious pretty quickly, but then it makes you doubt everything about it. It says that touching wires causes "instant death," and it even has a skull and bones on either side. But then it says that there will be a "$200 fine" for doing this. How could there be a fine if you're likely to die right away?
Where is the Newcastle Tramway Authority? That sounds like a place in the UK, but if that's the case, why are they using dollars instead of pounds? There are so many issues here.
